[B] Scope of Service:

Vendor needs to provide highway advisory telephone transition services on possible options in replacing or renewing the interactive voice response and text to speech component of system,
- Traffic delays related to accidents, road construction and weather, currently configured, a back-end system traveler information message generator, generates voice extensible Markup language pages that are used to determine what to speak to callers and how to respond to spoken or touch tone replies,
- Hosted Interactive voice response and text to speech system is used for text to speech translation,
- Interprets pages and speaks messages to the caller based on content of the pages,
- Interprets touch tone responses from callers based on content of the pages,
- Interprets spoken words utterances from callers based on grammars defined in the pages,
- Branches to additional pages and follow instructions on pages based on instructions and caller input,
- Transfer calls to other outside lines based on instructions and caller input, allow callers to speak or touch tone requests at any time and create logs of incoming telephone calls, including the number of calls per hour and duration of calls,
- ODOT chose to use a vendor hosted to ensure the system is maintained on up-to-date hardware and software and to reduce ongoing maintenance costs,
- Recognize dialed number identification service to interpret when calls are being placed to 10-digit telephone numbers for services, calls from designated rest areas are dialed and calls to the herbicide hotline are dialed,
- Interpret voice extensible Markup language pages and speak messages to the caller based on content of the pages,
- Interpret touch tone responses from callers based on content of the pages, interpret spoken word from callers based on grammars defined in the pages,
- Voice recognition, filtering of background noise, ability to callers to barge-in when talking without waiting for prompts to end, touch tone key entry, concatenation of wav files and call bursting capabilities,
- Describe the firm capacity to configure, test and implement a solution be ready to handle live telephone calls,
- Answer incoming calls hosted that as each telephone call arrives at the hosted, the hosted accesses the page titled for instructions on what to speak to callers and how to respond when callers touch tones or speak responses to the prompts,
- Telephone lines and ports are expandable based on call volume,
- Recognize Dialed Number Identification Service to interpret calls Hosted,
- Create call logs and Interpret pages and speak messages to the caller based on content of the pages, interpret touch tone responses from callers based on content of the pages, Transfer calls to other outside lines to the government authority located in Salem, OR.
