[B] Scope of Service:

(1) Vendor needs to provide media planning and placement services with demonstrated experience in media strategy, planning and placement services for its waste reduction and water quality programs, and proposes to engage the successful proposer for the utilize media such as print, radio, television, theatre, digital, social media, busses, and billboards to keep residents informed and engaged in waste reduction and water quality improvement opportunities, reach all geographic areas within the county with its messaging, reach those in households and businesses who make decisions regarding waste reduction and water quality activities, deliver seasonal messages at relevant times of the year, Review and analyse advertising messages and schedules for County waste reduction and water quality print, television, radio, digital, and other media from previous fiscal years. proposer shall complete this task within the first week of the fiscal year and annually thereafter, meet with county staff to review and refine marketing and communication objectives, messages and target audience. proposer shall complete this task within the first week of the fiscal year and annually thereafter, develop a media strategy document that provides an overview of media recommendations and explains how the strategy meets county advertising goals, develop a long-term media scheduling plan, secure and manage media contracts including added value exposure whenever possible. pay media invoicing including reviewing for accuracy in billing, ad placement, and ad quality. the proposer shall provide the county itemized electronic monthly invoices for all advertising and proposer fees, and shall provide electronic copies of media invoices and documentation showing proof that the campaigns ran as planned and documentation of any added value exposure, maintain monthly records of spending categorized by both media type and campaign topic. campaign topics will be tracked by task numbers provided by the county and prepare a final report summarizing media and campaign spending for the year, and evaluating the effectiveness of media planning and implementation.
(2) All question must be submitted no later than February 14, 2019.
(3) The contract term will be for five years.
