[B] Scope of Service:

(1) Vendor needs to provide professional consulting services for a communications plan for research, create, and develop strategies for implementing a communication plan, with an emphasis on a strategic plan for effectively utilizing various media platforms, branding strategies for the City overall, as well as the Parks and Recreation Department, present communication efforts
and seeks recommendations about how to use existing, limited resources in the most cost-effective way, developing proven, effective strategies for strengthening communications and marketing programs, preferably involving public agencies, process of revamping our graphic standards, including a marketing and branding initiative, create outreach materials such as postcards, flyers, posters, brochures, marketing materials etc. Some social media communication tools are utilized by the individual departments, usual methods of communication messages including website, Facebook pages, Twitter, Instagram, Next-door, LinkedIn.
- Assessment of online tools and social media platforms that should be considered, Identify programmatic needs for, market reach, and recommendations of usage guidelines.
- Case studies of similar agencies communications strategies for utilizing social media highlighting aspects that may be applicable for consideration by Wentzville and why.
- Develop and implement processes to promote the Parks and Recreation related activities by optimizing use of social media.
- Create training material for community/organizational leaders to keep people engaged with the
community online.
- Assist on the development of an overall branding and marketing strategy to help create a sense of connection/place for the community
- Develop brand identity/platform standards and guidelines for logo, design and signage
- Develop a comprehensive brand strategy for multi-faceted relationships between departments,
programs and public-private partnerships
- Strategies for managing the media during and after an emergency.
(2) All questions must be submitted no later than May 7, 2019.
(3) Contract period will be one year.
