[B] Scope of Service:

(1) Vendor needs to provide mediation administration professional services to provide information, counselling, conciliation, and mediation services for dispute resolution in rental housing, neighborhood, consumers, workplace, person to person, or community disputes for the mediation program including
- Administer a Mandatory Response Program for tenants and landlords.
- Perform initial intake and thereafter oversee and coordinate conciliation and mediation activities for all cases falling within the jurisdiction of the Mandatory Response Ordinance. Maintain lists of mediators and conciliators who are qualified for, and trained for, carrying out the requirements of the Ordinance.
- Administer the Palo Alto Mediation Program, a group of self-governing volunteers who provide dispute resolution to residents, property owners, employers, and employees.
- Provide administrative support and case intake services to the Palo Alto Volunteer Mediation Panel including:
- Dispute screening, case intake, mediator and co-mediator case assignment, case management coordination, ongoing training coordination and act as a liaison between parties and mediator(s).
- Maintain case roster and reports, mediator availability schedules, and volunteer mediator list.
- Attend and provide relevant materials for monthly Palo Alto Mediation Program meetings.
- Provide counselling, information and referral to tenants, landlords and other residents.
- Respond to information and problem-solving consultation requests for tenant/landlord, rental housing, neighborhood, consumer, workplace, person to person, and community disputes, except for disputes in which the City of Palo Alto, its elected officials and staff are directly involved as parties.
- Outreach & Publicity – Develop and implement a comprehensive outreach program, approved by City Program Manager, with metrics to reach diverse sectors of the community including
- Provide advertisement (online, print media, and social media) for the program, including public service announcements, paid ads, local newspaper articles, and other forms of appropriate media to reach English and non-English speaking populations.
2. Landlord Outreach- Develop and implement a landlord communication and outreach program designed to inform landlords of the current requirements of the Mandatory Response Program. Metric - Annually
3. Tenant Handbook - Update annually a tenant handbook to the most frequently asked questions about rental housing. Metric - Within the first year of the contract, the handbook should be translated into Chinese and Spanish. Work to identify both physical and online locations to store handbook to enable wider distribution and use.
4. Operations Manual - Maintain an updated detailed operation manual to support the Case Manager function and support handoff during absences or personnel changes.
5. Website - Maintain the PAMP website and web presence and ensure current information and working links
- Mediation Panel Recruitment & Training:
- Along with the Palo Alto Mediation Panel, conduct a recruitment (as needed), orientation and training of new volunteer mediators, taking every effort to recruit a diverse array of mediators who are representative of the community.
- Please include in your response your approach to how you would attempt to recruit a diverse panel of mediators that could include such qualities as age, gender, sexual orientation, gender identity, ethnicity, language ability, disability, and housing status (renters, landlords, homeowners).
- Program Services
- Provide a dedicated phone line for PAMP services only and staff member to answer public inquiries for information and services.
- Provide services at minimum Monday through Friday, 9:00 AM to 5:00 PM.
- Provide all program services at locations convenient to and fully accessible by all Palo Alto residents. to the government authority located in Palo Alto, CA.
(2) All question must be submitted no later than May 8, 2019.
(3) The contract term will be for three years.
