[B] Scope of Service:

(1) Vendor needs to provide applicant tracking and substitute teacher notification systems.
1. Job Posting
a. Solution must allow for multiple languages to be utilized.
b. Solution must be browser agnostic and function with all mainstream internet browsers.
c. Solution must be able to have the ability to create a custom job description where district and school supervisors are able to submit job postings electronically, with HR having edit rights and final approval.
d. Solution must be able to distinguish between postings for different employee groups - for example Administrators, Classified, Elementary Teachers, Secondary Teachers, Volunteers, etc.
e. Solution must have the ability to create and store templates for job postings for district and school
administrators to edit and submit for approval.
f. Solution must be able to import job descriptions from a stored bank of files. Solution must be able to import a wide variety of file formats (i.e. .pdf, .doc, .docx, .xls, .xlsx, etc.)
g. Solution must provide the ability to post jobs with integrated links and videos.
h. Solution must distinguish between internal and external candidates.
i. Solution must allow HR to approve, deny or flag applicants and add comments to the application post submission without waiting for the recruitment window to close.
2. Application Submission
a. Solution must allow communication with applicants. Communication must be stored for future reference.
b. Solution must allow an applicant to use a previously created profile/account/application to apply for multiple or future recruitments. Solution must have the ability to modify a previously created
profile/account/application.
c. Solution must allow the upload of various types and formats of documents.
d. Solution must have the ability to automate processes such as Form I-9, Form W-4, URS retirement
selection, etc.
e. Solution must be able to create our own fillable forms for applicants to complete.
3. Application Evaluation
a. Solution must have the ability to filter or search applicant lists by differing criteria, including searching for a particular external or internal applicant.
b. Solution must identify and flag applicants that are under age 14, between ages 14 and 18, and over 18.
c. Solution must allow HRS to hide any non-approved applications from view by the non-HRS
administrator.
d. Solution must hide specific application fields (e.g. social security number, background information) from view by the non-HRS administrator.
e. Solution must provide a way for veterans to identify themselves for a preference on the application.
f. Solution must provide ability to share on-line employment applications and attachments with designated hiring administrators to reduce the need for printing and routing hard-copy employment applications.
g. Solution must provide the ability for HRS to create, edit, save and delete notes on applications and
postings that are viewable and printable only by HRS.
h. Solution must have the ability to manage a “not eligible for rehire” (or similar) database which inactivate applications submitted by certain people.
i. Solution must have functionality that enables us to sort applications into a candidate status pipeline. For example, we would be able to move applications into pipelines for “eligible to hire” or “not eligible to hire.”
j. Solution must provide a way to schedule an interview with an applicant. Solution should provide a way to export interviews to an external calendar (e.g. Outlook, Google Calendar, etc.).
4. Reporting and Historical Data
a. Solution must have the ability to provide a library of reports, including but not limited to: EEO, time-to hire, applicant metrics, and any employment lists.
b. Solution must retain historical information and provide a way to purge unneeded records.
5. Mobile App
a. A solution must have a mobile app that provides substantially similar functionality as accessing the
software from a desktop computer.
b. Mobile app must be downloadable to SLCSD employees, at no cost, and found in commonly accessible app stores.
6. Training and Support
a. Vendor is to provide technical support (on-site when necessary) during migration and implementation of the new software.
b. Vendor is to provide onsite training for staff during the initial migration and implementation. Training should be available for a minimum of thirteen (13) employees. Webinars and virtual web-based training should be available, at no extra cost, for the duration of the contract. All training should be reviewed and approved by the administrator overseeing the HRS department.
