[A] Budget: Looking for Proposal

[B] Scope of Service:

(1) Vendor needs to provide transit video management system including multi-cameras with both 180-degrees and 360-degree views, capable of recording video and audio inside, and video-only outside of our public transportation fleet of vehicles.
1. Camera Specs
a. Video shall be in high definition color.
b. Video cameras shall have low light / night vision capability.
c. Video cameras shall have shake and image stabilization. Video cameras shall be water and weather-proof. Vendor should be able to provide 360-degree cameras with zoom, pan and de-warping capabilities, 180-degree cameras, and directional cameras with configurable width.
d. Vendors are also allowed to provide their best practice configuration based on prior experience with 40' fixed route and 60' articulated buses, as well as paratransit vehicles.
e. The software shall have the ability for user-selected video blurring available
2. Non-Proprietary
a. Camera equipment should be non-proprietary and compatible to work with any VMS system. This includes the infrastructure within facilities (i.e. servers, routers, switches).
3. Camera Coverage
a. Interior: The system shall provide as close to 100% video coverage of the bus interior as possible with a minimal number of “blind spots.”
b. Exterior: At a minimum, the system shall provide basic front, side, and back coverage of the outside of the bus.
4. Audio/Video
a. Each camera should capture audio as well as video, including audio coverage of all doors with sufficient sensitivity to capture conversational speech directed at operators from outside the coach.
• Audio and video should always be synced.
• There is no audio requirement for external cameras
5. Triggers
a. If the system proposed does not support the use of multiplex for telemetry tracking, then the proposed system should, at a minimum, track the following and show status during video playback: • Turn signal activation/deactivation • Hazard light activation/deactivation • Brakes apply/release • Ignition start/off • Lights activation/deactivation • Current speed • Stop requested • Current GPS Position (lat/long) • Acceleration and speed graph over time • G-force monitor • The ability to search on triggers
6. Video Viewing
a. The system shall be able to communicate and transfer video segments securely via Wi-Fi within the terminal. The system should support the ability to monitor cameras and/or transfer video segments in real-time via proximity WIFI or a cellular connection.
7. Video Request
a. The VMS should have a system to search for available video based on any or all of the following criteria: • Defined geography • Date/Time • Bus # • Operator ID (optional)
8. Maintenance/ Updates/ Warranty
a. Five years of on-site maintenance should be included as part of any quote. Additionally, vendors will certify staff to perform both warranty and non-warranty work.
b. Software updates should be included in all maintenance agreements and should not be an incremental cost when executed.
c. All hardware should include a minimum 5-year warranty covering both parts and labor.
9. Mobile Video Recorder
a. The MVR shall operate on 9-36-volt DC power. All cables and connectors to and from the MVR shall conform to SAE standards. The MVR shall be capable of operation between -40°F to 149°F (-40°C to 65°C). The MVR shall be shock resistant. The MVR shall be capable of being mounted in any orientation without detriment to its operation. The cameras shall input to the MVR an image that is clear and stable; free from vibration. Image must be able to be used to positively identify a passenger riding in the vehicle. The MVR shall be capable of directly digitizing, combining, compressing, encrypting, and storing video, audio, and auxiliary sensor signals. Video and audio signals shall be encrypted using digital cryptographic methods that prevent alteration and tampering, restrict access and detect attempted alteration or tampering.
(2) All question must be submitted no later than November 26, 2019.
