[*] Scope of Service:

(1) Vendor needs to provide microfilm conversion services into digital TIF files.
- Approximately 22,800 16mm and 35mm microfilm jackets.
- Approximately 5,000 35mm single image microfilm cards.
1. Microfilm pick-up and tracking:
- Contractor in coordination with city on city-approved dates and times, will inventory and develop a tracking system to monitor all microfilm to be digitalized.
2. Microfilm preparation and scanning:
- Contractor should scan all microfilm into electronic TIF format at a resolution that is fully legible and supports full text search.
- Contractor should name each electronic TIF output file in accordance with the city’s file naming convention.
- Contractor should submit scanned microfilm to the city by city-approved method of delivery.
3. Quality control:
- Contractor should provide a quality assurance plan with standards and measures that ensure the highest quality controls and standards.
- Image scanning should result in an electronic image of at least 200 dpi, and images should be converted in the same order as they appear in the microfilm.
- If scanned text and images are unsatisfactory, they should be fixed at the contractor’s expense, with an agreed and specified timeframe.
4. Data delivery and return of microfilm:
- Contractor should prepare test sets of scanned microfilm prior to full production delivery to validate the delivery process and delivery to the records manager.
- After all microfilm files are converted and delivered the Contractor shall reassemble and return all microfilm to each city facility in order received.
- Certify secure deletion of all city data that may be contained on contractor’s equipment at completion of job before the final payment will be issued.
(2) All question must be submitted no later than November 20, 2023.
(3) A contract period will be for one year.
